Normally this means either a subscription service or a previous download Payment as been declined or simply your payment card has expired meaning you own Apple some money.

To rectify this tap settings, then on your Apple ID at the top left, then shipping and payment (You may be asked for your Apple ID at this point - Its quite safe to enter it here)

In the next window check your payment details are correct or enter an alternative card .

Tap the Apple ID arrow to go back to the previous screen scroll to subscriptions- Check if any Are due or have been due recently .

Once the payment method is updated Apple will automatically make an attempt to settle the debt, and reactivate your ability to buy in the various App stores .

Until settled you can’t download even “Free” apps
