Sharing Tabs Across Devices

I can't seem to pull up my tabs from other devices in Safari.

Is there a way to fix this?

iOS: High Sierra 10.13.6

If you can't set up or use iCloud tabs

iCloud Tabs works between devices running iOS 13 or iPadOS and macOS Mojave 10.14.4 or later, or between devices running iOS 12 or earlier and macOS Mojave 10.14.3 or earlier.

Update your iPhone, iPad, or iPod touch to the latest iOS or iPadOS and update your Mac to the latest macOS.
Sign in to iCloud with the same Apple ID on all of your devices.
