On the do not disturb page under silence it states “Incoming call and notifications will be silenced while phone is locked” So how do I unlock the phone?
iPhone 6, iOS 10
That setting only applies when Do Not Disturb is turned on. If Do Not Disturb is off it doesn't matter whether that option is set to While iPhone is Locked or if it is set to Always.
Some other things to check:

Settings > Phone > Silence Unknown Callers: Detect and block spam phone calls - Apple Support
Do Not Disturb: Use Do Not Disturb on your iPhone, iPad, and iPod touch - Apple Support
