I want to know which gives the broadest, most thorough effect in Mail Rules.
I can set rules on iCloud.
I can set rules on macOS Mail.
I cannot set rules in iOS.
Can I set rules in one place and have all of my mail sorted to my sense of order?
Can I import/export macOS Mail Rules to iCloud, and vice Versa?

Your question is difficult to understand. If you want a rule to apply across all devices accessing an account create the rule on the server. If you want a rule to apply on a single device create the rule on the device.
