I cannot transfer balance into my account or debit card

It won’t let let me transfer money sent to me through Apple Pay into my personal account or debit card

When trying to add my debit card to the wallet it says “unable to add card” I previously used the same card with my previous phone and watch for Apple Pay with no issues. Ive tried adding the card several times, signed out of my Apple ID and then back in again, restarted iPhone to no avail. Has anyone else had the same problem?
