Is there really any way to make a family account without an apple device?

Hi, I'm the daughter of this account owner, and my dad recently bought me and my brother iPads. I already had a MacBook with an Apple ID so that was no problem for me, but I still had to lie about my age because I'm too young to put my real age in lol. Same thing with my brother. I found out that you could make a family account so I would not have to lie about my age. So I made an Apple ID for my mom and tried to figure out how to make a family sharing account without an Apple device. I know there was another post about it, it stated that it was not possible to make a family group without an Apple device, but since it's been a long time since that post was commented on I was wondering if there was a way now. There probably isn't but it's worth a shot. :)
