How to Setup Sandbox test user

I am trying to setup Sandbox test user for Testing Apple pay against POS.

Can any one suggest a way to do it.

Apple Pay on a Mac without Touch ID or Touch Bar In the past, when I paid with Apple Pay using my Mac, the payment approval screen simply popped up on my phone and I approved it there. Easy peasy. Now, it seems I need to use my Mac. And it's a disaster. I neither have a Touch Bar or Touch ID and double clicking on the Touch ID icon at checkout does absolutely nothing (which is contrary to Apple's own instructions that say it should allow you to just enter your password). Does anyone have a fix? I'd like to use ApplePay but it seems that Apple ruined it. The old way was perfect.

Changing Startup Utility Settings for Apple Pay I need to change my Startup Utility Settings to set up Apple Pay. I've gone into recovery mode and changed the settings to Full Security. I still can't set Apple Pay because it says my settings need to be changed. Am I reading this correctly, that this can only be done for Apple Pay at system installation? That's got to be wrong. Who would create a system like that? Any suggestions on how to get Apple Pay on my 2019 MBP would be very appreciated. Thank you.
