I can't grant microphone access to apps. When I go to the settings page for any app requesting microphone access there is no switch to turn on.
If I go to settings, privacy, microphone page is blank I I already uninstall the app and reinstall them again and it does the same thing over

It sounds like you cannot grant microphone access to apps. You should check Screen Time settings to ensure microphone changes are allowed. Settings>Screen Time> Content & Privacy Restrictions> Microphone Check out this link for more on Screen Time.
Use Screen Time on your iPhone, iPad, or iPod touch
Otherwise, be sure to open the app after you reinstalled the app, because if the app doesn't request microphone access the setting may not appear.
