Sure, just looking at the settings available on my iPad, I can tell you that for the Arabic screen keyboard none of the choices are qwerty. So you would need to use a 3rd party screen keyboard (or a hardware keyboard, where you can choose Arabic qwerty for the mapping), if you want that.
