iPad disabled...says connect to itunes

My iPad is disabled. My dad who is elderly has forgotten password.

it says disabled, connect to iTunes.

i have done this and connects to iPad, then gives a message to respond on iPad. The iPads locked so I can’t respond. No apple stores in NZ, phone line brings me here.

Can anyone please help?
