What can you do if the power off button does not bring up the slider?

You hold the SIDE button and the VOLUME DOWN button at the same time. That is the correct way to power down the phone. Just holding the SIDE button activates Siri. Or rapidly press the SIDE button 5 times.

You can also use settings -> General -> shutdown to get the slider to shut down.
