Phone Stolen and switched off

Can a stolen phone be used again if it was stolen and switched off?

Is there an international Apple body that can be alert when a stolen iPhone is used or recovered.

In South Africa it gets stolen and sold to Nigerians that skips to Lesotho or other countries and use the phone? How can we track this?

That iPhone will need an active connection to the internet for it to be tracked. If there is no active internet connection then nothing can track it.

There is no international or local database that Apple has for lost/stolen iPhones.

You are not going to be able to track your stolen iPhone traveling through several regions without an internet connection.

All you can do is report it stolen. Report your iPhone to your carrier as stolen and have it marked on the blacklist.
