Flashing file with a question mark

Ive tried restarting command - R-power and then did disk utility to verify disk and it came back saying ok but still get flashing file. Is this issue fixable or is the hard drive toast?

the question mark is still blinking and i have did everything they said here to do what to do? I was planning on selling my MacBook Pro and tried to do a factory reset. I didn’t do something correctly because I was unable to reinstall iOS after deleting everything. I tried again and now the only thing that flashes is a folder with a question mark on it. I have no idea how to prompt the reset screen. I tried command r but the folder just pops up and flashes. Has anyone ever had this issue and were you able to get the MacBook running again? did everything it says to do and still the question mark is blinking

It might be fixable. Read If your Mac displays a question mark at startup - Apple Support. You will need to follow the second bullet point.
