Safari v13.1.2 not working since Mac OS upgrade

I just upgrade Macos to10.15.6, and now Safari will not work. If I load a webpage, the page content flashes up on the screen, and then the screen goes blank. If the page has a background colour, the colour is there, but that's it.

The Safari menu bar items all work.

I have a Macbook air 8,2.

I have run Mac OS recovery, but that did not help. Is it possible to replace Safari?

Here are a few fundamental troubleshooting steps that may help. Some of the information will be redundant but review everything to determine if there is something you may have overlooked.

If you don't get anywhere, you can use the following procedure to determine if the problem is internal or external to your Mac. Causes may involve your router, your ISP, the DNS Server(s) it uses, or certain user-configurable options.

  1. Shut down your Mac.
  2. Load macOS Recovery by holding and r (two fingers) while you start your Mac with a third finger.
  3. At the macOS Utilities screen, release those two fingers.
  4. Choose Get Help Online.
  5. Safari will launch, but it will lack your bookmarks, favorites, history and other preferences.

Determine if the problem persists while using Safari in that mode. After that, restart your Mac normally, and reply with your observations.

Needless to say, if you are using, or have used at any time in the past, any non-Apple "anti-virus", "cleaning", or "Internet security" products including "banking security", anything at all in that broad category of utterly useless garbage, don't. A lot of things won't work if you do.

As I understand it, Safari works properly in Recovery Mode, which bypasses the entire macOS installation, yet Safari does not work when you use your Mac in Safe Mode, which bypasses any potential system-altering components. You uninstalled all the worthless non-Apple "anti-virus" / "security" junk and reinstalled macOS, yet you are still unable to load webpages using Safari.

Something doesn't add up, which means we're overlooking something and I'm at a loss to surmise what that might be.

Consider using the following utility, which is likely to shed some light on that omission: Using EtreCheck - Apple Community. EtreCheck is a data-gathering and -reporting utility that precludes the need for additional time-consuming back-and-forth questions. Instructions for posting its report in a reply are included in that User Tip.
