Not natively. In System Preferences > Keyboard you can set it to display the Expanded Control Strip and that won’t change as you switch apps.
The only way to blank it out completely is with a 3rd party app like BetterTouchTool.

A system wide ability to disable the Touchbar is not possible—as a default option within macOS .
