can you turn off the touch bar?
Not natively. In System Preferences > Keyboard you can set it to display the Expanded Control Strip and that won’t change as you switch apps.
The only way to blank it out completely is with a 3rd party app like BetterTouchTool.

A system wide ability to disable the Touchbar is not possible—as a default option within macOS .

set to hold down the Fn key in order for your Touch Bar to accept any finger inputs.
Further you can edit your Touch Bar settings >System Preferences > Keyboard
