Is it safe to update my devices to IOS 13.6?

If your device shows that you have the 13.6 Update available, it should be "safe to update" your device.
(I updated two iPads, a day or two ago, without incident.)
Don't try to "update" via other than Apple approved means.
It is always recommended to Update with your device Plugged-in, so there is no danger of its battery running out before the Update is completed.

Did you update to 13.6? I’ve tried many times with no success. It drags on In a loop with no success. I’ve read through this post about IOS and I think they are issues that Apple isn’t telling us. My iPad has been in an update process all day since last night. I can’t stop it, I can’t delete it, nothing.

I’m sorry to hear of your issue in trying to update your iPad to iPadOS 13.6.
Was the update shown in your Settings, on your iPad?
Did you run the update with your iPad plugged in, the entire time?
Unfortunately, there are few if any guarantees, in life.
There’s always the unforeseen. (Maybe you had too little Free Space on your iPad, but it didn’t warn you?)
Have you tried updating using a computer (PC using iTunes, Mac using iTunes [unless the Mac is running Catalina])?
Worse case, you can use the computer to put your iPad into Recovery mode.
