iPad doesn’t switch between the front and back cameras based on what you’re focusing on, if that’s what you’re asking.

The camera app photo editing tool does have a feature to flip an image left-right, if you’d prefer that.

In Photos app... Press Edit (turns into Done, as shown) in the upper right, then the lower of the three buttons on the left, then the circled button top left, then Done top right.

I don't understand your question. When you take a selfie, the photo you see is the image the camera lens and sensor saw, which is the reverse of what you think you should see. There is nothing you can do in terms of focusing your eyes to alter the reality of what a camera lens and sensor sees.
