Before continuing, to preserve your data, make sure you do have a backup. Use a computer if you're not able to do so through iCloud: Back up iPhone
Since storage isn't changing, it means it might not be refreshing or newer items are being downloaded to the available storage automatically after removing those items (like podcasts or photos). Check your settings first before removing items:
