My iPhone 7 can not backup with iCloud. When I switch the to enable iCloud backup, pop up say “iCloud Backup Failed : There was a problem enabling iCloud Backup.”

Then check your device's storage to see how much storage you have left on it - How to check the storage on your iPhone, iPad, and iPod touch - Apple Support & About storage on your device and in iCloud - Apple Support (particularly 2nd. link).
FYI : My iCloud used is 18 GB. I pretty sure my iCloud storage is enough.

I have tried to upgrade my storage to 200 GB but the issue still happened.
