spinning bullseye ( Black&white)

HI Everyone, Thanks for helping in advance. MY first time posting so forgive my mistakes.


I recently upgraded to HighSierra(10.13.6, late 2009 model) and did not notice this in my previous versions.


Every time I move my mouse, a spinning "bullseye ( black and white) appears, like some type of countdown.it disappears when it has completed 1 cycle.

Should I be concerned? how do I stop this and what is it? when it ends the top & bottom scroll bars appear in my safari window.

I discovered the answer by chance while searching for something else. so here goes!

The "countdown" black and white bullseye has got to do with the "Dwell" feature associated with the Accessibility keyboard. Basically I move the mouse over an item and leave it here for a while and the iMAC automatically assumes I want a preset option ( e.g. Left click, double click, right click, scroll menu etc etc.).
