I have owned an iPhone 8 Plus for 2 1/2 years and it has NEVER backed up to iCloud. Even though there is only 2.3 GB in my storage it will not back this phone up no matter what. We have reset it we have deleted anything on the iCloud and started from zero. Nothing works and now there’s a red notification that iPhone did not back up that will not clear. Please help!

You said you've never backed up the device but according to the screenshot above, the purple shows that there were backups created. Do you remember disabled iCloud backup under Settings > Name > iCloud because backups usually are automatic in that they occur when the device is plugged in and connected to WiFi.
Anyway, if you cannot backup, see the following - If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
