Unable to Install Apps pop up - cannot enter passcode to access phone

I updated all of my apps and then the "Unable to install APP" - device limited storage pop up won't go away. I cannot enter the passcode to get in my phone. I've clicked ok many times and it will not go away. Please help. It's also not allowing me to restart my phone.

iPhone 6s, iOS 10
