When I touch the buttons on my phone, nothing happens. I’m not locked out and I can use my key pad to enter the passcode, but I can’t open any apps.

What to do: If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support
Eg: Restart your device
Check for updates, if your iOS is not up to date
If that has't worked, try a forced restart: Force restart iPhone - Apple Support
