iOS 13.6 (iPhone X) and iPad OS 13.6 (iPad Pro) download okay, but won't install. I get an error message. Both devices have plenty of storage and are fully charged. In12 years and countless OS updates, I have never had this issue. Usually, updates are seamless. Oddly, it’s affecting both devices. Updating through iTunes with a Mac is not going to happen.

This does not solve my installation issue.
I do not have a problem downloading the 13.6 upgrade. It goes through all the normal stages I’ve seen many times before. The problem occurs when I try to install it. A window pops up saying an error occurred and giving me the option to “ Retry” or be reminded later. I have deleted the download and repeated the download process many times, always with the same result, on both the iPad and iPhone. I’ve powered off the devices, restarted them, and repeated the process, but no luck.
IMHO you don't want it. It's done nothing but create issues on both my iPhone 11 and my older iPad.
I think I have solved my installation issue. I run a VPN. While it did not inhibit the OS download, I think it somehow blocked it from installing. I was pretty sure I had disabled it before, without luck. But, maybe not. I just tried installing 13.6, again, with the VPN off, and it worked on both devices. Whew!
