Silence while Locked iPhone 11 Pro Max

How can I turn off the “Silence while Locked” in my settings?? I have missed Emergency calls because of this

That feature, Silence while locked, is only active when Do Not Disturb is enabled. If your Do Not Disturb is not enabled then you do not have to worry about it.

It appears that you are missing some calls. Can you double check to see whether Silence Unknown Callers is enabled?

Open Settings ➔ Phone ➔ Silence Unknown Callers - Make sure this is NOT enabled.
