Found that one already while searching for a solution. It’s not helpful.
Tried already the signing out and back in to iCloud, making sure there is decent amount of available storage, etc.
Before I upgraded my 11 Pro Max to iOS 13.6 this wasn’t a problem. One day after and a problem appears. So you can call how you want, for me it’s a bug.

It’s simple, I’m not the fan of sharing any data connected with me.
it will be fixed as everything was before or I will have other options.
What still manage to worries me is that still today for every single issue that is happening with software or hardware, provider just jump with answer that it’s not a bug, however later we see that “improvement” has been made and then it works.
Everything in general (not only here) is these days more buggy. Fact is that first iPhone was million times more stable and advanced comparing to any other brand. Now the advantage is not so big anymore.
In order to avoid more of my posts to be edited by moderator, I will continue discussion on other places.

If you can't back up to iCloud or restore from iCloud backup failed - Apple Support
Same here, and I even had and still have turned off iCloud backup. I believe it’s a bug.

if you had only seen that link and done the steps prior to posting this thread, then why didn't include that detail in your original response?
I wouldn't have wasted my time, posting the link only to have you respond that you've already tried it and wasn't helpful.
