My HealthApp is not counting steps.

It's not the Health App itself that counts steps. That app just records the information and syncs it to relevant apps.
Are you using your phone to record steps? Or an Apple Watch? So you have fitness tracking enabled? Settings>Privacy>Motion & Fitness>Fitness Tracking>On
