This is a public user-to-user forum, not a good place for a phone number that can be seen by billions of people. If you get any calls they will almost certainly be scams, and if you get a lot you may have to change your number. I’ve asked the hosts to remove it.
Coming back to the issue, to activate iMessage there must be a working SIM in the phone.
I think that the answer is iMessage on an iPhone requires a cellular voice/SMS connection. It doesn’t for an iPod Touch or an iPad, but for a phone it does. You can talk to Apple support directly by clicking on the Contact Support link at the top of this page. Depending on time of day and staffing you can either request an online chat or a phone callback from Apple.
I really need to talk to someone about it. It’s a long story. She doesn’t have a SIM card either and that message keeps popping up on her screen.
