Apple maps will not re-download from iCloud. App store not an option on screen. Apple maps is on my laptop but won't restore from there either. Best way to fix this?

I've tried all of the simple things. Restarted phone, looked at it in iCloud online, tried backing it up from my laptop which has the apple maps, etc. The odd thing is that it wants to download from the cloud only, and won't do it . Just sits and spins. If it would let me go directly to the app in the store, I figure it would work.

I really don't want to restore the phone by factory reset, but I'm thinking it might be the only way now.
