How can i delete photos from one device but keep them on the icloud?

Id like to free up space on my iphone, can i delete photos form the iphone or move them to iCloud only?

No, iCloud Photos is for syncing not remote storage. Get a Dropbox account or something similar and move your photos there then delete them from your device.
