iphone restore with a new phone number and lost iphone

in January we received a iphone 11 on a new plan and my son lost it this weekend in the river somewhere. It's gone. Luckily back in January when we signed up with the new plan we backed it up to the itunes account with all of that phones info. So we are getting a new iphone 11 today but we have changed his number now with this new iphone and obviously we don't have his old one to transfer over all of the data. SO the question is can we pull his old uploaded data from his January upload and put it on this phone now or will it now show up because the phone numbers won't match up now and we can't link both iphones together? Or how can i get his old data and pics from his old phones and other phone number on this new iphone? Thanks
