iphone not updating to ios 13+
My iphone is not updating to ios 13 or higher so i can not connect my apple watch to my phone. I have a iphone 6.

If its the iPhone 6 in your tag line, that is correct. An iPhone 6 cannot update beyond iOS 12.4.8.
If your Apple watch has been updated to watchOS 6, it will require an iPhone running iOS 13.
If you can, return the Apple Watch for a refund, you won't be able to use it with the iPhone 6.
