.m4r files not adding into Tones/iTunes

Trying to create a custom alert tone and keep getting stuck on this step. I have the 2-second clip as an mp3 on iTunes, created AAC version of it, deleted the AAC version from the library but kept file, changed the file from .m4a to .m4r, connected my iPhone to iTunes (ver 12.9.5.5), copied that .m4r file, and it won't paste into the Tones tab.

I also tried pasting the m4r file into the iTunes Media > Tones folder on Finder but not sure how to make it show up in iTunes from there either.

Any help would be appreciated!

Thanks for that info and for choosing the Apple Support Communities. If we understand correctly, you are unable to add a custom ringtone to your iPhone. To help with this, please use GarageBand as this Apple resource on this process says to do:

Create a ringtone of your Logic Pro X or GarageBand for Mac song
