Why is my mail taking 26 GB of space when I've deleted my mail accounts?

I can't figure out why my MacBook Pro (Mid 2014) is showing that mail storage is at 26.34 GB no matter what I do. I have several Gmail accounts and 1 Yahoo account. I've delete emails, and it didn't change. Today I took all of my accounts off - I deleted them with the "-" under accounts, removing all accounts. I restarted and it STILL shows mail is taking up 26.34 GB of storage. What's going on?

It's a while since I've observed this, and I'm unable to test it now, but I believe any attachments you opened directly from Mail may remain in a folder called Mail Downloads in your user Library folder. Although it is hidden, you can reach your Library folder from the Go menu in Finder by holding the Option (Alt) key.
