Can I send iMessages to non-Apple product users? If I do, will they receive the message?

No, iMessage is Apple devices only.

But if you have a valid SMS text plan from your carrier, the Messages app will auto convert to SMS.

If you have a SMS plan, make sure iPhone's Settings > Messages > Send as SMS: is ON
