How to send messages to people who do not have iMessage using SMS?

Contact your carrier. SMS uses the same app on the iPhone (Messages), however the handling of the SMS is handled by your carrier. Make sure you have an SMS/MMS plan on your account. There are no settings for SMS on the iPhone.
