I have an iPad 4. It is using iOS 10.3.4. I cannot update my Outlook account to access my email. It requires iOS 11 or newer. Is it possible to upgrade an iPad 4 to an iOS11 or newer?

Sorry, no. 10.3.4 is as far as it can be updated.
Sorry no, you need a newer iPad model to do that.
iPad 4th generation cannot update pass iOS 10.3.3/10.3.4 for cellular models.
