With family sharing, will I receive the two-factor security code of my mom's apple id account?

My mom only owns 1 Apple device. When the only device is lost/stolen, there is no way for us to receive 2-factor security code, therefore we can't access her Apple id account to lock the device. Is there a way to lock a device without owning/pre signed in to a 2nd Apple device?
