itunes library not showing on iphone X music library

I signed out of my apple id on my iphone. When I logged back in, my music library is not showing any of the previously downloaded (not purchased) music through my family sharing plan. My itunes account shows all of my playlists/music that was in my music library previously before signing out. I cannot seem to sync itunes library to iphone to restore music. Help!
