How do I add a second parent to manage screen time?
Send an invite to the other parent if using Family Sharing -- Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support.

Found a PDF online with instructions. Key is that the other parent’s role needs to be changed to “parent/guardian” by the family organizer.
