Trying to set up a new iPad Air for my daughter but the new iPad Air says "connect to a Mac or to a PC with iTunes". Problem: the last OS upgrade (Catalina 10.15.5) doesn't have iTunes anymore. It runs Music and syncs through Finder. How do I transfer my daughter's apps?

Sorry, initial question didn't cover entire background of situation.
Situation: bought new ipad air to replace daughter's old ipad mini
Action: Attempt made to follow instructions and assumption made that sync with backup on my MacBook Pro would transfer all data (pics/apps/etc.) from old ipad to new ipad.
This did not work.
Multiple attempts to sync failed. All attempts resulted with the same error message as noted above.
Started over.
When plugged into Mac directly without initial setup, option under finder read "restore from backup".
Restore done. All data transferred to new ipad.

Apps are not directly transferred between devices using iTunes or Finder. Purchased App and Media content is associated with the AppleID from which they are purchased; you simply (re)download Apps or purchased content to the new device.
