The last step of the setup process is to to verify your Apple ID. I put my correct password and it tells me that my account can’t be verified at the moment try again.
Reboot your router and iOS device, then try again.

I’ve tried that multiple times already. It still does the same thing.
It might have been having trouble connecting with the iCloud server due to an interruption with your wifi or an issue with Apple’s servers. Check System Status to see if there are interruptions in service in your country or region on the Apple System Status page
