disabled iphone without wifi

My iphone is disabled too, do i need internet connection to restore my iphone using iTunes? because every time i use the steps an error keeps appearing saying 'the network connection timed out'. If wifi is required how do i get to turn it on?

please help i really need to fix this phone. thank you
