Generally, if an app is running and you don't find a "quit" option, the app has frozen, or crashed. Usually, a long press on the app in the Dock will give you something like "The application is not responding."
Which means you have to "kill", or force quit, the app.
You do this by pressing the Command, Option and Escape keys simultaneously, which will launch a window where you can select the offending application and press the "Force Quit" button. Note that anything in that application that hadn't been saved before the crash is likely lost. No way around that really - a good argument for autosaving documents.
When you re-launch the application, you may get a pop-up asking if you might report what you were doing when the application crashed. This is a really helpful thing to do, even if you can't be very specific about what you were doing -- the feedback tool will include the system logs to help Apple developers diagnose what happened, which may mean a better application in the future.
