Contact PayPal to Remove Pending:

I would contact PayPal, and see if they can get this off of the "Pending" items list. Once it is off, proceed from there.

Contact Apple Immediately - You might be charged twice - and I am sure you do not want that.

Be wary of eBay and Amazon Scams:

If you purchase this off of the Internet (i.e. eBay or Amazon), be extremely cautious. Items are only usable in the country of original purchase. And, if not already signed out of, then you will not have access to iCloud. This is where the seller must go: What to do Before you Sell, Give Away, or Trade in your Mac

Notes and Reference Sites on Phishing Scams:

• Phishing & Other Suspicious Emails
• Avoid Phishing eMails, Fake 'virus' Alerts, Phony Support Calls, and Other Scams
• Identify Legitimate eMails from the App Store or iTunes Store

If Scammed:

See if this disobeys the Terms & Conditions. If you cannot create an account on a used device, then this may be considered a scam. So, contact the site, and see if you can get a refund, and if the seller can be held accountable.

The pending purchase designation simply indicated that a wait was necessary for your payment method to be approved. If your payment method is good, then the PayPal method should work. Personally, I would want to purchase from Apple or a well-known Apple seller such as Best Buy.

You are very welcome. Just be sure you are dealing with an Apple authorized seller. You can easily be taken advantage of otherwise. And, be safe.
