iPads are not designed to be multiple user devices. If that many people need to log into iCloud accounts, a computer would be a much better choice. Anybody can log in their iCloud account on any computer.
You are limited to creating three free iCloud accounts on any one iOS device. This limit has nothing to do with your Apple ID, it is a limitation of the hardware that Apple put into place.
You should only use one.
