You'll have to block each individual number.

then stop answering the calls, once they know a live person picks up they will continue to call, as you have found out.

Do you have no friends in your neighborhood that will call you? Have you turned on Settings > Phone > Silence Unknown callers?

Your cell service provider may be able to block the area code/first 3 digits from your area. By the way answering the call does nothing either way, they will spoof numbers and fire out these calls regardless if they get an answer.

Trust me you are NOT alone in this, I get the porn solicitations, sometimes from computer numbers, sometimes from spoofed numbers. One of the porn ones was from a friend I have coffee with every Wednesday in his driveway. My sister got one from her Episcopal priest.
