My mac doesn't have the tab that says arrangements in my display, so how do I connect a monitor to extended desktop mode?

can't find arrange for extended desktop i am trying to connect an external monitor for extending my desktop on a MacBook and I looked it up on the apple site, however the "arrange" option doesn't appear when I go into displays in system preferences. When I plug in the monitor via hdmi, it causes mine to flicker and then go dark.

Uncheck the box to mirror displays.
