my brother iphone 11 max pro isnt working, out of nowhere the screen went black with the apple logo and its not turning on, it stay like that

Please ask your brother to take advantage of the Apple 1YR Limited warranty and get the iPhone fixed. His iPhone 11 Pro Max is still less than a year old.
If he doesn't want to do that then follow the instructions in this article by Apple ➔ If your iPhone is Non-Responsive or Frozen and see if that helps.
