You cannot.
The only way is to ask the person and receive an honest answer.
OK. Then you will never know, which is exactly how blocking was designed.
Here is what you see at Settings > Phone > Blocked Contacts.
I can’t face to face ask the person bc they live in another state
If I block a contact on my iPhone will the that block all communication texts calls and emails?
